Can I use this as an external monitor for my PC or other devices? thanks

Yes, it's a plug and play. I'm using it to display my PC temperatures.

Can you use this on a computer for monitoring temps without having the raspberry pi? Meaning can I just use it as a monitor?

Yes you can, that’s what I’m using it for, just connect an hdmi
