It’s a soft rubber. It’s nice; I like it.

Are the tips a hard silicone or a rubbery silicone looking for something that is hard on the ends and not metal

I would consider them hard silicone. Not hard as metal, but soft enough to grip things very well. I love them for getting clothes out of my deep LG washer.

Not sure were they're made. Checked the tongs and they don't say. Have used them many times on my built in grill and they work great. Very good guality and made well.
