It depends on how windy it is. It does not have a lot of weight to it so in a stiff wind it could get blown out of place. In lighter winds it would be ok.

Does it attract wads of dog hair?

Not that I have seen . I have a short hair dog but also 3 cats. It helps keep the dirt off of shoes out of the house

It stays pretty well and will lay flat, but the mat isn't very large so I'm not sure what you're planning to trim it to. Note, my mat came a bit folded and took some effort and time until it laid completely flat.
