Depends if you want it 1inch thick, 2 or 3.

Q: can you put the stones in after the water is in?

I'm sure you can if you pour them in slowly. I used mine to top of a succulent planter, but they could be used in a case of flowers too.

Q: What sq footage does the 18lb bag cover?

Basically to calculate the size, measure the length and the width of your project area. Multiply those two numbers to come up with the square footage of your coverage area. So if your project is 18 feet long by 20 feet wide, your coverage area is 360 square feet. Hope that’s of some help —
