Do the paper covers come with it?

No. See the photo of the sockets in the plastic bag. That's what you get. I do believe you can buy them on Amazon - search for this: "Chandelier Candle Socket Covers" (without the quotes).

When I run a 3.5W bulb, using 115v wall power, the housing gets really warm, and smells of hot plastic. Is this normal?

If any electrical device gets to be to hot to hold then it’s a problem. As long as you can keep your hand on it it should be OK.

What are outsidwe diameter of this socket?

The socket is .7150 inches in diameter. That is the diameter of the plastic that holds the E12 socket. The candelabra E12 has a diameter of 12 millimeters. The "E" in the light bulb size refers to Edison, the inventor of the screw base light bulb, and screw base light bulbs are sometimes called " Edison light bulbs."

What is the height of the socket from bottom of metal to top of black socket holder? please do not include length of wire

Hello. The measurement is approximately 1 3/4". Hope this helps!
