how does it not slip off top step ?

There’s a little lip type thing on one end that overlays the step and prevents slipping. It has worked great for my sister.

Will this work for one step 8" high?

I use it for a 4.5 inch step. It would depend on whether you are pushing an empty chair, whether the chair is motorized, self-power, or pushed. You might try what I did which was to put a piece of cardboard, or a board, of the same length to see what the incline looks like.

Is the height adjustable?

No not safely. It should be good on steps that are approx. 3 to 5 inches.

How hight can it be adjusted?

We did not adjust the ramp. It simply rested on the step. It worked for us using a wheelchair and a walker.
